He holds a Master’s degree in Public Policy from Harvard Kennedy School and B.S. in Chemical and Biological Engineering, and B.A. in International Relations from Seoul National University (SNU).

Park's research is primarily concerned with questions of technology, governance and global development. A core area of Park's study includes national development strategy, data-driven policy, ICT and development (ICT4D) and global technology politics. As a development practitioner, he has worked within a multidisciplinary environment in bridging the gap between theory and practice, in linking up data of different epistemological nature (qualitative and quantitative), using a range of innovative methods (experimental analysis, field work, observation, mixed methods). He worked in Tanzania (2004-2007), India (2008), the United States and East Africa (2010-2013), Indonesia (2015, 2016) and conducted field research in Kenya, Uganda, and Cambodia.
