Introduction to KAIST Global Center for Development and Strategy (G-CODEs)

KAIST G-CODEs was founded to establish a comprehensive national strategy for science and technology (S&T), and to contribute to advancing sustainable development and social development through S&T.

The KAIST G-CODEs has established four core goals to advance the national S&T strategy, including:

1. S&T-based national governance and national R&D innovation

- (Domestic Governance) Establishing a comprehensive strategy for national R&D innovation and international cooperation in S&T

2. Advancing local R&D Innovation

- (Technologically advanced countries) Establish a comprehensive framework for S&T cooperation and strategic competition, and facilitate global R&D cooperation

3. Promoting AI-driven Development Cooperation

- (Emerging economies) Enhancing the effectiveness of S&T ODA and innovating AI-based cooperation administration. 

4. Responding to Global Challenges

- (Global society and international organizations) Align S&T strategy with Korea's global responsibilities and status.

The G-CODEs's research activities will begin in the first year (2025) with research on six subtopics, including innovating National R&D Policy, International Research Cooperation and R&D Innovation, Technology Sovereignty and Global R&D Strategy, Science Diplomacy, ODA Cooperation Based on S&T and AI and AI and Global Cooperation for Sustainable Development. 

The research will expand to eight subtopics in the second year (2026) and beyond. The G-CODEs also plans to establish a network of cooperation with overseas universities and institutions in the United States (year 1), Europe, and Japan (year 2).

By contributing to the innovation of global R&D and international cooperation strategies in science and technology, the KAIST G-CODEs expects to :

- (Conduct leading R&D research)

Conduct leading R&D research amidst rapidly changing technological trends and geopolitical blockades. Suggest ways to minimize risks for policy and industry and maximize Korea's technology development capabilities.

- (Enhance the sustainability of global cooperation in science and technology)

- Research short and long-term solutions by analyzing issues in the planning, implementation, and evaluation of global S&T cooperation, as well as sustainability limitations, to promote the qualitative internalization of expanding government budgets for international S&T cooperation and ODA

- (Establish a network of experts and leading discussions)

Build and engage a network of domestic and international S&T experts to lead discussions, identify global R&D policy trends and cooperation strategies, and strengthen agile, multifaceted responses to global challenges.

- (Hold international joint research and conferences)

Conduct joint research with domestic and international scholars and host global conferences to advance discussions on R&D improvement and innovation in S&T, contributing to shaping the future agenda.

The G-CODEs will serve as a platform of exchanges for researchers and practitioners by strengthening internal and external partnerships to improve the practical use of academic and policy research. These efforts will support the development of a global network and reinforce the connection between research and policy planning in government R&D strategies. Looking ahead, the Center will also collaborate with the Graduate School of Science and Technology Policy (KAIST) and other institutions to create education programs, contributing to the development of core talent and create future experts in S&T diplomacy.

3. 과학기술. AI 기반 국제개발협력

   - (개발도상국) 과학기술 ODA 효과성 제고 및 AI 기반 협력행정혁신

4. 글로벌 도전 과제 공동 대응

   - (글로벌 사회 및 국제기구) 글로벌 대한민국의 책임과 위상에 부합하는 과학기술전략

G-CODEs의 연구활동은 1년차 (2025년) 국가 R&D 정책 혁신, 국제연구협력과 R&D 혁신, 기술주권과 글로벌 R&D 전략, 과학기술외교와 글로벌 R&D 전략, 과학기술-인공지능 기반 ODA 협력, 인공지능과 글로벌 지속가능발전 협력 등 6개 세부주제 연구 착수 후, 2년 차 (2026년) 이후 8개 세부주제로 확장 예정입니다. 또한 미국(1년차), 유럽, 일본(2년차) 등 해외 대학 및 기관 협력 네트워크 구축을 계획하고 있습니다.

G-CODEs는 과학기술 분야 글로벌 R&D 및 국제협력 전략 혁신에 기여함으로써 다음과 같은 기대효과를 예상합니다.

• (선도적 R&D 연구 수행) 급변하는 기술 동향과 지정학적 블록화 현상 가운데 선도적 R&D 연구를 수행하여 정책과 산업의 리스크를 최소화하고 우리나라의 기술개발 역량을 극대화할 수 있는 방안을 제시

• (과학기술 글로벌 협력의 지속가능성 제고) 현존하는 과학기술 글로벌 협력의 기획-시행-평가 과정의 문제점과 지속가능성의 한계 분석을 통해 장단기적 해결 방안을 연구하여 정부 과학기술 국제협력, ODA 예산의 양적 확대에 따른 질적 내실화를 도모

• (전문가 네트워크 구축 및 논의 주도) 국내외 과학기술 분야 학술 및 정책 전문가 네트워크를 구성하고 논의를 주도함으로써 주요국의 과학기술협력 전략과 R&D 정책 동향을 민첩히 파악하고 글로벌 과제에 다각적 대응력을 제고

• (국제 공동 연구 및 컨퍼런스 개최) 국내외 유수 연구진과의 공동 학술연구와 국제 컨퍼런스 개최를 통해 과학기술 분야 글로벌 R&D개선 및 혁신 방안에 대한 논의를 지속하며 관련 아젠다 수립에 기여
