Liner and KAIST di-Lab Sign MOU on AI for Policy Research

Liner has signed a memorandum of understanding (MOU) with the di Lab, led by Professor Kyung Ryul Park of the KAIST Graduate School of Science and Technology Policy, to collaborate on research in "AI for policy research."
The di-Lab (Digital Innovation and International Development Lab) studies the interplay between digital innovation and global development cooperation. It has built a strong record of scholarship in international development and science and technology policy. Professor Park, who leads the lab, is a member of the National Economic Advisory Council under the President of Korea and co-leads an AI governance research group at New York University.
Using Liner Scholar, Liner's AI agent for academic research, the two partners will jointly develop knowledge graphs and AI agents specialized in international development and science and technology policy. They will also empirically examine how AI contributes to policy research productivity and access to knowledge.
The collaboration focuses on three core projects:
Empirical research on research workflows
Development of agents for building and validating domain knowledge graphs
Knowledge graph-based policy simulation research
Liner will contribute its AI agent technology and system development capabilities. The di Lab will provide domain expertise, define application contexts, and lead validation and academic research.
The partners plan to measure, from multiple angles, how AI tools affect research productivity and how they can help narrow gaps in research capacity and AI access across countries and regions. They will also work together to design a knowledge graph-based policy simulation environment. In this environment, diverse stakeholders are modeled as agents, so the ripple effects of policy interventions can be anticipated and reviewed in advance.
"Through this research collaboration with Liner, we will build a research environment that can precisely forecast and analyze the ripple effects of global technological change, and connect that work to the creation of public value," said Professor Park.
"By combining Liner's AI technology with the di Lab's domain expertise, we aim to maximize the productivity of policy research and set a leading precedent for 'AI for policy research' that helps close the global knowledge gap," said Jeonggu Kang, Head of AI Strategy at Liner.
