The 19th IFIP Working Group 9.4 Conference 및 Doctoral Consortium 참가

지난 5월 23일부터 28일까지 제19회 IFIP Working Group 9.4 학회 및 박사과정 컨소시엄(Doctoral Consortium)이 개최되었습니다. 'Reorienting the Digital: Ethics, Ontology, and Sustainable Futures'를 주제로 진행된 이번 학회는 네팔 카트만두 대학교(Kathmandu University)와 노르웨이 아그데르 대학교(University of Agder)의 공동 주최로 네팔에서 진행되었습니다.

IFIP WG 9.4는 정보통신기술과 국제개발(Information and Communication Technologies for Development, ICT4D) 분야의 대표적인 국제 학술공동체로, 디지털 기술과 사회발전, 글로벌 거버넌스, 지속가능성 등의 의제를 중심으로 연구자와 실무자들이 모여 학술 교류를 진행하는 학회입니다. 올해 학회는 데이터 정의(Data Justice), 보건정보시스템, 디지털 포용, 지속가능발전 등 총 19개 트랙으로 구성되어 다양한 연구 논의가 이루어졌습니다.

네팔 카트만두 대학교에서 진행된 이번 학회에서 윤서희 박사과정생(KAIST STP)은 “Analyzing ICT Research Ecosystem and Identifying its Developmental Implications in ASEAN”, 이지연 박사과정생(KAIST STP)은 “Bridging the Metabolic Rift: A Process Tracing Analysis of Kenya’s One Health Surveillance System”, 석사졸업생 센디 악흐디카 마울라나(Sendy Achdika Maulana, KAIST STP 졸업)은 “Governing Technology-Embedded Foreign Investment and Digital Development: Evidence from Indonesia’s Telecommunications Sector”를 주제로 각각 발표를 진행하였습니다. 각 세션에서 발표를 마친 후, 해당 분야 전문가 및 참가자들과 함께 연구의 발전 방향 및 정책적 함의에 대해 깊이 있는 토론을 진행하였습니다.

학회 본 행사에 앞서 진행된 박사과정 컨소시엄은 네팔 마단 반다리 과학기술대학교(Madan Bhandari University of Science and Technology, MBUST)의 후원으로 개최되었습니다. 윤서희 박사과정생, 이지연 박사과정생을 포함한 한국, 네팔, 인도, 중국, 우간다 등 다양한 국가의 박사과정 학생들이 참여하여 연구를 발표하고 토론하였으며, 참가자들은 ICT4D 분야 교수진으로부터 사전 서면 피드백과 현장 구두 피드백을 제공받으며 연구의 이론적·방법론적 발전 방향에 대해 심도 있는 논의를 진행하였습니다.

학회 기간 동안 연구진은 ICT4D 분야의 주요 연구자들과 활발히 교류하는 한편, 과학기술과 글로벌발전 연구센터(G-CODEs) 및 AI for Global Development Forum(AI4GD)을 알리고 향후 국제 공동연구와 협력 가능성에 대해 논의하였습니다. 이번 참여는 KAIST 연구진의 첫 IFIP WG 9.4 학회 참가로, 글로벌 ICT4D 연구공동체와의 네트워크를 확대하고 국제개발, 디지털 거버넌스 분야에서 KAIST의 연구 활동을 국제사회에 소개하는 뜻깊은 계기가 되었습니다.

The 19th IFIP Working Group 9.4 Conference and Doctoral Consortium took place in Nepal from May 23 to 28, 2026. Held under the theme “Reorienting the Digital: Ethics, Ontology, and Sustainable Futures,” the event was jointly organized by Kathmandu University (Nepal) and the University of Agder (Norway).

IFIP WG 9.4 is a leading international academic community in the field of Information and Communication Technologies for Development (ICT4D), bringing together researchers and practitioners to discuss the role of digital technologies in social development, global governance, and sustainability. The conference featured 19 thematic tracks covering a wide range of topics, including data justice, health information systems, digital inclusion, and sustainable development.

At the conference held at Kathmandu University, researchers from di-Lab shared their latest research findings. Seohee Yoon (Ph.D. Student, KAIST STP) presented “Analyzing ICT Research Ecosystem and Identifying its Developmental Implications in ASEAN,” Jiyeon Lee (Ph.D. Student, KAIST STP) presented “Bridging the Metabolic Rift: A Process Tracing Analysis of Kenya’s One Health Surveillance System,” and Sendy Achdika Maulana (Master's Graduate, KAIST STP) presented “Governing Technology-Embedded Foreign Investment and Digital Development: Evidence from Indonesia’s Telecommunications Sector.” Following each session, the researchers engaged in meaningful and in-depth discussions with experts and participants regarding the future directions and policy implications of their work.

Prior to the main conference, the Doctoral Consortium was organized with the support of Madan Bhandari University of Science and Technology (MBUST), Nepal. Doctoral students from diverse countries, including South Korea, Nepal, India, China, and Uganda, presented their research and engaged in scholarly discussions. Participants received both advance written feedback and on-site oral feedback from senior scholars in the ICT4D community, enabling in-depth discussions on the theoretical and methodological advancement of their research.

Throughout the event, the KAIST team actively engaged in academic exchanges with leading scholars in the ICT4D field. They also promoted the activities of the KAIST Global Center for Development and Strategy (G-CODEs) and the AI for Global Development Forum (AI4GD), exploring avenues for future international collaboration and joint research. This participation marked KAIST’s first engagement with the IFIP WG 9.4 community, providing a valuable platform to expand international research networks and to showcase KAIST’s research contributions to international development and digital governance on a global stage.
